This test performs the following:

| To measure practical language skills which reflect daily life by utilizing everyday communication and practical data on actual questions; |
| To pick out questions from the test question bank based on systematic and consistent evaluation standard; |
| To set an evaluation scale and standard to measure different aspects covering general communication skill for daily life, language skill for operating jobs and leading a social life, and more specific language functions, and |
| To promote on-demand tests and computer based tests (CBTs) in addition to regular tests. |
